Solutions / Project Development & Market Entry

From Licence to Market

We coordinate the market, grid connection and institutional processes that energy investments need, from post-licence development through to commercial operation.

What we do

At commercial operation, every day is revenue

Once construction is complete, connection, acceptance, licensing, metering, collateral and market registration must all be finished in the right order before the first sale. If one step is late, the plant cannot sell energy even when it is ready.

Frekans plans and tracks these processes in parallel across institutions. We prepare documents, coordinate applications and make sure the plant can trade from its first day of operation.

Our aim is to minimise the time between mechanical completion and first sale.

What must be done before the first sale

Every project is different, but these steps must be ready before commercial operation. We plan the list together against the project timeline.

01
Connection and system use agreements
TEİAŞ / DSO

Signing the connection and system use agreements and confirming connection point and capacity.

02
Acceptance
Ministry

Provisional acceptance of the plant or units; planning which units start generating under partial acceptance.

03
Licence amendment and notifications
EMRA

Adding accepted units to the licence and making required notifications on time.

04
Metering
DSO / TEİAŞ

Installing main and backup meters, setting them up in automated meter reading (OSOS) and checking first readings.

05
Market registration
EPİAŞ

Completing the market participation agreement and participant and settlement unit registrations.

06
Collateral
Takasbank

Opening the collateral account and posting the collateral needed to trade on organised markets.

07
Data and forecasting
TEİAŞ / Frekans

Setting up the YEİTM data connection for wind and solar and feeding plant data into the forecasting system.

By project type

Not every project enters the market the same way

New licensed plants

For newly built plants, the priority is moving through every step between acceptance and first sale in order and without gaps.

  • Aligning commissioning with market registration
  • Unit-by-unit sales plan under partial acceptance
  • First-month settlement check
Capacity additions and hybrids

When new capacity or an auxiliary source is added, licence, connection and metering must be updated.

  • Tracking the licence amendment
  • Reconfiguring metering
  • Separating generation data by source
Storage projects

Where storage is added or built standalone, charge and discharge are metered and registered separately.

  • Adding the storage unit to the licence
  • Bidirectional metering and registration
  • Test and acceptance coordination at commissioning
Investors new to Türkiye

For investors entering the Turkish power market for the first time, corporate structure and market processes are set up together.

  • Handling correspondence and applications with institutions
  • Preparing documents for market participation
  • English reporting on legislation and processes
Institutional Processes

Coordinating the technical, administrative and market processes of construction and commissioning

Advisory and coordination for processes with the following institutions, depending on the project.

EPDK (EMRA)

Licence amendments, adding the plant to the licence and notifications under market legislation.

TEİAŞ

Transmission connection, system use agreement, YEİTM data connection and system operation processes.

EPİAŞ

Market participation agreement, participant and settlement unit registrations.

Takasbank

Opening the collateral account, collateral management and cash clearing.

Distribution companies

Distribution connection, meter installation, automated meter reading (OSOS) set-up and metering data.

Other relevant authorities

Ministry of Energy acceptance procedures, environmental and local permits, and other project-specific processes.

Frequently asked questions

About project development and market entry

Ideally a few months before commercial operation. Some connection, metering and collateral steps depend on institutional timelines and cause delays if not planned ahead.
Yes, once accepted units are added to the licence and market registration is complete. We plan commissioning of the remaining units around this.
Licence and amendment documents, connection and system use agreements, acceptance records, company authorisation documents and meter and technical details are the core set. We share the full list for your project.
No. We focus on market, connection and institutional processes, and work with your EPC contractor and technical advisers around the commissioning timeline.
Once the plant is in the market, daily trading, balancing and settlement begin. We can take these over seamlessly as the same team.
