# Is your business on the last resort supply tariff?

Enter your tariff group and annual consumption. We check against the 2026 thresholds whether you are an eligible consumer and whether the last resort tariff (SKTT) applies.

Tariff group

Shops, offices, restaurants, hotels and the public and private services group.

2025 consumption (kWh)

2026 consumption to date (kWh)

Your bill shows the last 12 months of consumption.

Do you have a bilateral contract with a supplier?

How the energy charge on your bill is calculated depends on your annual consumption and on whether you have a bilateral contract with a supplier. This tool answers two questions: can you choose your supplier, and which tariff applies if you have no contract.

## What is the last resort supply tariff

The last resort supply tariff (SKTT) is applied by the incumbent supplier to consumers without a bilateral contract whose annual consumption exceeds the threshold set by EPDK. Consumers below the threshold stay on the regulated national tariff.

Under SKTT the energy charge is not a fixed unit price. Each day, the Board coefficient (KBK) is applied to the sum of the day-ahead clearing price (PTF) and the YEKDEM cost, so the bill moves with wholesale prices.

`SKTT energy charge (daily) = (PTF + YEKDEM) × KBK`

PTF day-ahead market clearing price YEKDEM unit cost of the renewable support mechanism KBK 1.05 residential; 1.0938 other groups (2026)

## 2026 thresholds and tariff groups

EPDK Board Decision 13912 of 30 October 2025 set the thresholds and coefficients for 2026. The decision took effect on 1 January 2026.

Table 1 Last resort supply tariff thresholds, 2026

| Consumer group | Annual threshold | KBK |
| --- | --- | --- |
| Residential (incl. public bodies, local authorities and shared areas) | 4,000 kWh | 1.05 |
| Commercial, industrial and other groups | 15,000 kWh | 1.0938 |
| Agriculture, AFAD shelters, village drinking water | 150,000,000 kWh | 1.0938 |

## The logic of the check

The tool checks three conditions in order: whether you are an eligible consumer, whether consumption exceeds your group’s last resort threshold, and whether you have a bilateral contract. The threshold is checked against consumption in either the current or the previous calendar year.

Table 2 Decision table

| Situation | No bilateral contract | Bilateral contract |
| --- | --- | --- |
| Below 500 kWh | National tariff, no supplier choice | Not applicable |
| 500 kWh – last resort threshold | National tariff | Contract price |
| Above the last resort threshold | SKTT: (PTF + YEKDEM) × KBK | Contract price |

## The eligibility threshold and the last resort threshold are different

The eligibility threshold is the minimum consumption needed to choose a supplier: 500 kWh in 2026 (EPDK decision 14039 of 18 December 2025). The last resort threshold decides which tariff applies if you have no contract. A business can be eligible and still be below the last resort threshold.

## An illustrative calculation

Take a commercial business that consumed 18,000 kWh in 2025 and has no bilateral contract. Consumption exceeds the 15,000 kWh threshold, so SKTT applies.

| Item | Value |
| --- | --- |
| Assumed average PTF + YEKDEM | 3,000 TL/MWh |
| KBK | 1.0938 |
| SKTT energy unit charge | 3,281.4 TL/MWh |
| Annual energy charge (18 MWh) | 59,065.2 TL |
| Annual effect of KBK | 5,065.2 TL |

Illustrative calculation. The PTF + YEKDEM average is an assumption; the real calculation uses daily values. Distribution charges, taxes and levies are excluded.

## What it means for businesses

A business on SKTT pays the energy charge at KBK above the wholesale price and carries the full price risk. A bilateral contract can change both: the price structure is set in the contract as fixed, indexed or layered.

Comparisons should use the same period and the same consumption profile. Distribution charges, taxes and levies are the same whichever option you choose; the difference is in the energy charge.

In short

01 The eligibility threshold is 500 kWh in 2026; any consumer above it can choose a supplier.

02 The last resort threshold is 4,000 kWh for households, 15,000 kWh for commercial and industrial users and 150 million kWh for agriculture.

03 Consumers above the threshold without a bilateral contract are billed under SKTT.

04 The SKTT energy charge is calculated daily as (PTF + YEKDEM) × KBK; KBK is 1.0938 for non-residential groups.

05 A bilateral contract replaces this formula with the price structure agreed in the contract.

At Frekans we supply eligible consumers through bilateral contracts. If your result shows the last resort tariff, we can review your consumption profile from your recent bills and agree the right price structure with you.
